A View from Within: new academic research into the multiple roles of neighbourhood planning consultants

Neil Homer, Managing Director at ONH, recently took part in new research that explores the often-overlooked yet vital role of planning consultants in the English neighbourhood planning system. The paper, Disentangling the multiple roles of neighbourhood planning consultants in the English planning system, a view from within, was co-authored by Francesca Bragaglia, Neil Homer & Gavin Parker, was published on 28 May 2025.

At its heart, the research shines a light on the many hats that neighbourhood planning consultants wear, particularly as intermediaries helping communities bring their planning visions to life. Far from being mere advisors, these consultants serve as bridges between public authorities, private sector interests, and community voices. With over 200 neighbourhood planning projects under ONH's belt, Managing Director Neil Homer’s extensive experience offered rich, real-world insight into the research.
