With the withdrawal of funding for technical support packages alongside grants for neighbourhood planning, you may need to source suppliers of technical planning reports. ONH is able to help with these, and a number of other services.
Neighbourhood plan aftercare is also available. Our aftercare services help town and parish councils who want to ensure their made neighbourhood plans have maximum affect in planning application decision making and in influencing any emerging Local Plan, using the best of our structured, professional planning and design advice
Our local plan representations service can be used for communities both with or without a neighbourhood plan. A neighbourhood plan review can be undertaken as your plan ages to consider whether the policies should be retained, modified or deleted in a future plan.”
Strategic Environmental Assessment Reports
Before the Locality programme, we provided this service to most clients. We will support you in asking the local planning authority to confirm its screening opinion that requires an SEA of your plan. It then comprises the production of a Scoping Letter, a Draft SEA Report and a Final SEA Report.
We have a tried and tested approach to the construction of each report and take responsibility for liaisng with the statutory bodies at the various necessary stages. Our reports are far shorter, are quicker to deliver and more readable than the equivalents produced by the previous programme contractor. Given the need for SEA is almost always triggered by the intention to allocate sites, we are able to seamlessly integrate the SEA with that work.

Neighbourhood planning monitoring
We can advise on how to develop an effective monitoring system that can be designed to fit seamlessly with how the council prefers to:

make comments on planning applications

record decisions versus the plan

produce an annual report of key data
The key is a simplicity in process design and paperwork and a consistency and sharpness in response. We sit down with the clerk and/or planning committee members to review how this is done now and to design a modified or new process. We then produce a follow up report with recommendations.
Some LPAs make time for councils to meet with a planning officer from the development management to explain the plan policies and how they expect them to the applied. We can encourage that to happen and participate in the meeting.
