Sovereign Harbour Masterplan

O​neill Homer provided masterplanning, architecture, heritage and consultation services for an outline planning application for the completion of Sovereign Harbour, a large scale mixed use Marina development on the north eastern side of Eastbourne planned around four harbours and opened 1993. The masterplan was designed to draw together eight undeveloped sites across the Harbour ranging between 0.34 to 5.07 hectares to improve connectivity and provide a mix of uses to support the commercial and residential communities.

The proposals included; 150 dwellings, 20,000sq.m employment, 3,200sq.m
commercial & retail, 800sq.m community uses, a hotel, care home and public open space.

The project required a close working relationship with Eastbourne Borough Council to align the masterplan proposals with the Economic Land Review and emerging Local Plan and to win the support of the existing residential community of the Harbour.
