Oneill Homer provided the concept plan and development strategy to support the promotion of a brown field site for a residential led mixed use development through the emerging local plan process. The 18.6 hectare site which is made up of two land parcels under separate ownerships is at Bromborough Pool, Wirral, Merseyside and is within the Wirral International Business Park approximately 1.5km from Port Sunlight.

The planning environment was of an out of date Unitary Development Plan in the process of being superseded by an emerging Core Strategy Local Plan with the Council not having the benefit of a five year housing land supply so that the presumption in favour of sustainable development was fully engaged.

The concept demonstrated how a mixed use development could help deliver an acceptable balance of employment and bring improvements to the wider community by opening up the river front to public access and creating a more accessible network of open space amenities and supporting infrastructure.
